Minister of Justice on the prospects of Bitcoin in Ukraine

Minister of Justice of Ukraine Pavel Petrenko gave an interview to Segodnya. In it, he touched on the topic of cryptocurrencies and blockchain in the legal field of Ukraine.

Petrenko spoke about the history of the creation of the OpenMarket company, which was developing an electronic platform for the transparent and competitive sale of seized property. Now the same team of IT volunteers is preparing a similar platform for procurement on the blockchain platform. 

" Now SETAM-OpenMarket is at a new stage of its existence," the minister clarified, "because this is the first state electronic auction that has switched to a modern and technological blockchain security system. We will not stop there, and there are plans to transfer the main state register, real estate register, and later the business register to blockchain as early as next year. You know that the Ministry of Agrarian Policy has also implemented blockchain in the state land cadastre. Therefore, the best a mechanism for protecting information other than blockchain has not yet been invented, and we believe that this is not just some technological innovation, it is also a system for protecting information relating to property, purchase and sale transactions of seized property, information on the main state registers."

When asked by a journalist, “Does the Ministry of Justice have any plan for cryptocurrencies in Ukraine?”, the minister answered the following:

“We have special government bodies responsible for policy in the field of financial services, financial instruments. This is the Ministry of Finance, the National Bank, this is the State Securities Commission. The fact that in the world Bitcoin is already a phenomenon that forms a large part of the transaction market, including transactions with goods and funds, is a fact. You see that the first smart contracts are already being concluded where goods are sold for this currency. This is already a fait accompli.

How does the principle of legal regulation work? option, if it is already becoming a social phenomenon. Or even a trans-state social phenomenon. How to normalize these relations? Otherwise, these relations will be illegal. Because it has already become a social phenomenon...In my opinion, Ukraine should, together with the European Union and the United States, give a unified legal assessment of such a phenomenon as Bitcoin. And bring it into the legal framework."

This formulation of the question from the Minister of Justice cannot but please those who are afraid to conduct their business in the field of cryptocurrencies.

To our great regret, Pavel Petrenko was not asked a question about the incident with the news publication Forklog and its creator, crypto-enthusiast Anatoly Kaplan.
