The head of the Federal Service for Intellectual Property, Grigory Ivliev, announced his team’s readiness to work with blockchain technology, he stated this during the press conference “Intellectual Rights in the Context of the Digital Age.”
“We are ready to implement the best projects that currently exist in the technology sector, those that provide precisely this blockchain system of analytics and decision-making. Why blockchain? For us it is more reliable, simpler, faster, more efficient. - said Ivliev. “We are ready for this technology, we are working with banks on these issues, it will not just be blockchain registration, but the transfer of rights to intellectual property, this is the conjugation of intellectual property, these are financial transactions for the alienation and licensing of intellectual property.”
Speaking about the results of Rospatent’s work in 2017, the head of the organization noted that over the past year, the time frame for consideration of an application for a trademark was reduced by two months, and the time period for consideration of an application for an invention - by two weeks.
“For 2018, we are announcing a large program for reforming our information technologies. In 2017, we managed not only to adopt a reform program, but we began reorganization. Our information resources are enormous, covering all the patent information in the world. We announced the development of domestic programs for analyzing all patent information, and moreover, in what is called blockchain technology. We are ready for this technology, we are working with banks on these issues."
He noted that the budget of the service for 2018 was approved in a volume exceeding the figures for 2017 by 38%, which will allow Rospatent to modernize.
According to Ivliev, the program developed by the service was approved by the government and was included in the Digital Economy program.
