Roskomnadzor plans to toughen the fight against unwanted Internet resources. The supervisory agency, together with the FSB and the Ministry of Digital Development, has already tested a new system for blocking prohibited sites through the networks of one of the telecommunications companies in Central Russia.
Based on DPI technology or deep packet analysis, the developed system for blocking prohibited Internet resources will cost taxpayers about 20 billion rubles.
Attempts to block access by IP address are ineffective and lead to blocking of neutral resources. This spring, the department left more than 10 million IP addresses without traffic. An attempt to block prohibited resources led to users being deprived of access to the sites of popular online stores, logistics resources, media, and even a large mining pool. Such ineffectiveness of existing tools has practically nullified the fight against Telegram and other resources that do not meet Roskomnadzor standards.
Unlike existing tools, the new technology is based on analyzing all passing traffic of the provider using special software and hardware and identifying specific packages that are specific only to specific resources. This approach based on DPI will radically change the approach, increase pressure on unwanted people and block specific sites and services.
According to media reports, the technology was tested in the summer, and in November it was tested in a city with a population of one million.
The supervisory agency has high hopes for the new technology and is already preparing the legal basis for its use. The necessary bill was submitted to the State Duma on December 14. In addition, the possibility of purchasing the necessary equipment for budget funds and transferring them to Russian Internet providers is now being discussed.
It is not yet clear how Telegram, the number of users of which has grown to 3.4 million people per day, will respond amid pressure from the authorities.
